The power can be taken after one is declared incompetent, because they do not have jurisdiction to give.

I can not say for sure because I was not in Florida, but someone in the family is able to manage their business is likely to open a guardianship. The best thing would be allowed a lawyer in Florida who are familiar with questions on these issues.
